Education:

In 2006, Nodirbek Salaev received Bachelor of Law degree from the Tashkent State Institute of Law of the Republic of Uzbekistan.

In 2009, he received LLM from the Tashkent State Institute of Law. Master thesis title: “The problems of liability of crimes against obeying and following the rules of military dignity (criminal and criminological aspects)”.

Awarded PhD degree (Doctor of Philosophy in Law) from the Tashkent State Institute of Law in 2012. Doctoral thesis title: “Violation of regulations on inter-relations among military servicemen who are not subordinate to each other (criminal and criminological aspects)”.

Work Experience:

From September 2006 to September 2007 - Teacher of middle school in Tashkent city, Uzbekistan.

From September 2007 to September 2009 - Assistant attorney at «Mezon» Counselling Office.

From September 2009 to September 2013 - Teacher at the Department of «Criminal Law and Criminology» of Tashkent State Institute of Law.

From September 2013 to December 2014 - Senior Teacher at the Department of «Criminal Law and Criminology» of Tashkent State University of Law.

From December 2014 to 2017 - Acting Associate Professor of Tashkent State University of Law.

2017 - Head of the Department of Judicial and Law-Enforcement Bodies of Tashkent State University of Law.

2017 - Director of Centre for Legal Research under Tashkent State University of Law.

2017-2018 - Head of the Department for Coordination of Scientific Research and Training of Scientific Personnel of Tashkent State University of Law.

2018 - Deputy Rector of Tashkent State University of Law.

Past achievements:

Prof. Nodirbek Salaev is an author of 50 articles, 1 comment of Criminal-Penal Code of the Republic of Uzbekistan, 1 educational brochure, 1 scientific brochure, 1 educational-methodological brochure, 5 monographs and 2 textbooks.

He was a Scientific Secretary of the Academic Council for the degree of Doctor of Science 14.07.2016. Yu.26.01, Tashkent State University of Law.

In 2019 - participated as an expert in the annual meeting "Nanterre-2019" at Vilnius University, Lithuania.

In 2019 - represented Tashkent State University of Law at the Educational Fair in Kazakhstan.

In 2018 - visited several US universities, law firms, judicial and other law enforcement bodies in order to discuss issues of cooperation with Tashkent State University of Law.

In 2018 - visited Ural State University of Russian Federation to sign the Memorandum of Understanding between the universities.

In 2018 - visited Georgia to participate as an expert on issues of prevention of cyber crimes and etc. of the Education for Justice (E4J) initiative of the United Nations Office on Drugs and Crime.

Recent Achievements

Under Prof. Nodirbek Salaev’s supervision for the first time in the Republic of Uzbekistan “Legal Tech” laboratory established in Tashkent State University of Law. Activities of the laboratory are aimed to complete digitalization of the legal profession. The laboratory has developed a web platform and a mobile application “Huquqiy Shahar”, which are available on the Google Play Market.

At the same time, Professor Salaev is the coordinator of the project “Innovative Form of Expanding the Availability of Legal Education through the Platform “Electronic University” which is realized in cooperation with Academic Innovations Fund and World Bank (2019-2021). The project provides creation of a unified integrated local educational platform “Electronic University” at Tashkent State University of Law. The concept of the project is to drastically improve the quality of educational services in the field of higher legal education and expand its coverage, taking into consideration the great need for legal personnel in certain regions of the republic, including increasing the involvement of the female population in legal education.

Among other recent achievements of Professor Salaev:

• Defended dissertation on topic: "Improving the Efficiency of the Preventive Function of the Penitentiary System" and achieved scientific degree: "Doctor of Law" (2017);

• Deputy Rector on Scientific Affairs and Innovations of the Tashkent State University of Law (from 2017);

• Awarded with the prize "The Best Professor of the Year in Legal Sciences" (2017);

• Published a monograph in Russian Federation named "Collision of Legislation of Russian Federation and Several Other Countries" as a co-author (2018);

• Gave lectures at Helsinki University of Finland (2018);

• Became Professor of the Tashkent State University of Law (2020);

• Published monograph "Penitentiary System of Uzbekistan: the Idea of Liberalization", which is the only scientific work published in English on the topic in the Central Asia (2020);

• Prof. Nodirbek Salaev is an expert on issues of prevention of cyber crimes and etc. of the Education for Justice (E4J) initiative of the United Nations Office on Drugs and Crime, and a member of the Governmental Working Group on Preparing Projects of Criminal Code and Penal Code of the Republic of Uzbekistan;

• He is an author of more than 60 scientific publications, and a member of the Editorial Board of the journal "International Penitentiary Journal" (ISSN 2712-7729 (print) 2712-7737 (online) DOI https://doi.org/10.33463/2712-7737);

• Professor Salaev heads the scientific seminar under the Scientific Council awarding scientific degrees in Tashkent State University of Law. He is a Deputy Head of the Scientific Council.
