In 1972 Anatoly Asaul graduated from the Leningrad Institute of Railway Engineers (LIIZhT) with a degree in Construction, Road Machines and Equipment (mechanical engineer); in 1990 - the Faculty of Retraining of the Leningrad Engineering and Economic Institute (LIEI) with a degree in Management, Economics and Organization of Construction Production. The entire working life of Prof. Dr. Asaul is associated with construction, where he went from a worker to the General Director (Chairman of the Board of Directors) of JSC “Lenoblagrostroy Design and Construction Association” (1966-1999). Since 2000 to the present time Dr. Anatoly Asaul is Professor of the St. Petersburg University of Architecture and Civil Engineering. From 1990 to 2007 Dr. Anatoly Asaul worked at the St. Petersburg State Engineering and Economic University (concurrently). From 2004 to 2007 he is the Chief Researcher at the Institute of Regional Economy Problems of the Russian Academy of Sciences. From 2016 to 2019 - Chief Researcher and a member of the Academic Council of the Institute of Transport Problems of the Russian Academy of Sciences named after N.S. Solomenko.

In 2004 Professor A. N. Asaul founded the scientific journal "Economic Revival of Russia", and for 8 years was the Chief Editor. In 2010-2012 the journal ranked the 2nd in terms of impact factor among economic journals. Dr. Asaul was a member of the Editorial Board of the Russian Architectural and Construction Encyclopedia (1996) and the journals "Economics of Construction" (2001-2008) and "World of Changes" (IERAN) (2005-2008). Currently he actively works in the journals "Region: Economics, Politics, Sociology" (since 2001), "Bulletin of Civil Engineers" (since 2004), "Bulletin of Khmelnytsky National University" (since 2009), "Regional Economy" Lviv (since 2010), "Economics of Construction and Urban Economy" Donetsk (since 2010), the scientific works of the Free Economic Society of Russia.

Based on research materials, in collaboration with members of the scientific school Professor A. Asaul has published over 450 scientific articles registered in the eLibrary. More than 70 monographs and 100 educational publications and scientific and methodological reference manuals have been published, more than half of textbooks and textbooks with the stamp of the Ministry of Education of the Russian Federation and UMO, 6 textbooks in Ukraine, two each in Abkhazia, Azerbaijan, Armenia and Uzbekistan, one each in Kazakhstan and Kyrgyzstan. Scientific texts produced by Professor A.N. Asaul, are in demand by other members of the academic community, as evidenced by the personal scientometric indicators of Professor A.N. Asaul: according to RSCI - Hirsch index - 52, citation of publications - more than 15200.

Professor A. Asaul is the initiator and organizer of 21 scientific conferences under the auspices of his scientific school. He is a member of the Presidium of the VEO of Russia, and a member of the International Union of Economists.

Professor A.N. Asaul is awarded with numerous domestic and foreign awards. In 2018 by the decree of the President of the Russian Federation V.V. Putin, Professor A.N. Asaul was awarded the Order of Friendship "for the training of highly qualified personnel and scientific and pedagogical activity".

Prof. Dr. Anatoly Asaul is a well-known economist and scientist in the country and abroad. Headed by him scientific school "Methodological Problems of the Effectiveness of Regional Investment and Construction Complexes as a Self-Organizing and Self-Governing System", that is included in the Register of leading scientific and scientific-pedagogical schools of St. Petersburg, has been widely recognized by the Russian and international scientific community. During the period of the school scientific activity, according to research results more than 300 individuals published their scientific works. Under the leadership of Prof. Asaul, within the framework of the scientific school 33 theses Ph.D., as well as 10 doctoral dissertations under his scientific consulting, were defended.

Since 2004 up to the present time Professor Anatoly Asaul has been publishing a series of scientific books "Economic Revival of Russia" (author of the idea and project leader). Currently, 60 volumes have been released. Public recognition of his scientific books is evidenced by numerous medals and diplomas of book exhibitions and fairs both in Russia and abroad (USA, France, Spain, China, etc.). All books were awarded with National Quality Certificate in the category "Best Information Project". The books are laureates of the All-Russian Exhibition "The Best Educational and Methodological Publication in the Industry", and are widely represented on the Internet.

The outstanding scientific results of Professor A. Asaul in the field of Social Sciences include the development of a new scientific direction "Regional Investment and Construction Complex as a Self-Organizing and Self-Governing System", as well as a set of works revealing the self-organizing development of business entities in construction. The phenomenon of regional investment and construction complexes (ISC) has been investigated; the specificity of the formation of mesoeconomic associations in the ISC region has been revealed; the scientific foundations for the development of the ISC as a self-developing and self-governing system, forming other forms of construction production and a different system of relations, capable of transferring the system in the process of development to a new quality have been developed. Dr. Asaul proposed the concept of innovative development as a condition for increasing the competitiveness of construction organizations, justifying the feasibility of separating the subject of ISK not from the point of view of the organizational and legal form but from the possibility of implementing a complex innovation cycle. He developed models and algorithms for formation and implementation of a marketing management strategy in ISK organizations and methodological tools for making strategic management decisions corresponding to the methodology of integrative management have been proposed; revealed the patterns of formation and development of the corporate sector in the regional ISK, determined the methodological principles and methods for assessing the effectiveness of corporate associations; substantiated methods for assessing the effectiveness of interaction of subjects of the ISK using the theory of transaction costs. A theoretical platform has been formed on the basis of an institutional approach based on the determination of functions and entities-organizations that carry out investment and construction activities and are able to implement these functions.
