Sergei Chernov graduated from Moscow State University named after M.V. Lomonosov in 1986 with a degree in political economy, qualification "Economist, teacher of political economy". Passed professional retraining:
• at the Institute for Retraining and Advanced Training of Teachers of the Humanities and Social Sciences at Moscow State University M.V. Lomonosov under the program "Economic theory", specialization "Entrepreneurship";
• at the Institute for Computer Support of Legal Procedures KORA Moscow under the program "Organization Management";
• at the National Research University Higher School of Economics under the program "Cash Flow Management: Accounting and Auditing".

He began his scientific work in 1982 at the Council for the Study of Productive Forces under the State Planning Committee of the USSR. He carried out scientific and pedagogical activities at universities and academies, including:
• at the State University of Management;
• at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation;
• at the National Research University Higher School of Economics;
• at the Financial University under the Government of the Russian Federation;
• at the Moscow Academy of the Ministry of Internal Affairs of Russia.

In educational institutions, he held the positions of Associate Professor, Deputy Head of the Department, Head of the Department, Deputy Director of the Institute, Scientific Secretary of the Academic Council.

Currently, Dr. Sergei Chernov is an Associate Professor of the Department of World Economy and International Economic Relations of the State University of Management. Main taught disciplines: Economic theory, Microeconomics, Macroeconomics, Stock values and stock transactions, Analysis of financial statements of firms, High technology management, World economy and international economic relations, International trade negotiations and disputes, Economic geography of foreign countries, Methodology of scientific research and teaching activities, Shadow economy and economic security of the business.

He was awarded numerous domestic and foreign awards. By decree of the President of the Russian Federation, he was awarded the honorary title "Honored Economist of the Russian Federation" in 2003.

Dr. Sergei Chernov is the author of more than 100 scientific and educational publications, including individual monographs:
