Sergey Vladimirovich Novikov was born in 1977 in Ufa, Bashkortostan Republic. In 1999 he graduated with honors from the Faculty of Engineering and Economics of Ufa State Aircraft Technical University (USATU), specializing in Finance and Credit. In 2002, he completed a post-graduate course at USATU, majoring in Social and Economic Systems Management. In 2004, he defended his thesis for the degree of Candidate of Economic Sciences. In 2016, he was awarded the title of Associate Professor.
Novikov S.V. is a Professor at the Taxes and Taxation Department. From 1999 to 2010, he held different positions at the Ministry of Economic Development and Industry of Bashkortostan Republic, and at the Administration of the President of the Republic of Bashkortostan. From 2010 to 2015 Sergey Novikov was the Chairman of the State Order Placement Committee of Bashkortostan Republic. From 2015 to 2019, he was the Minister of Economic Development of Bashkortostan Republic. From 2019 until now, he is the Rector of the Federal State Budgetary Institution of Higher Education USATU.

• Systematic measures aimed at improving efficiency and transparency of procurement in the Republic of Bashkortostan, from 2012 to 2018 (from 2012 to 2018 the Republic held leading positions in the National Rating of Procurement Transparency in the highest category of Guaranteed Transparency);
• Work on the creation of territories of advanced social and economic development (Belebey, Beloretsk, Blagoveshensk, Kumertau, and Neftekamsk), the mono-cities in the Republic of Bashkortostan in the framework of the priority program "Integrated Development of Single-Industry Towns", 2017;
• Created and organized the Project Office for the Implementation of Measures through the participation of Bashkortostan Republic in the National Rating of the state of the Investment Environment in the constituent entities of the Russian Federation, improving the position of the republic in this rating (40th place in 2015, 13th place in 2017);
• Organized the work on the implementation of target models for business facilitation in Bashkortostan Republic (since the first year of their implementation, the region has been among the three leaders of the Russian Federation entities);
• Ensured the formation of an effective legal framework for the application of PPP (Public-Private Partnerships) mechanisms as part of the implementation of investment projects, as a result, a management system was built for this process and a comprehensive educational program in the field of PPP was carried out for the representatives of state and municipal authorities of the Republic of Bashkortostan (the Republic of Bashkortostan took a leading position in the Rating of regions in terms of PPP development: in 2015 – the 11th place, in 2016 – the 7th place, in 2017 – the 5th place and in 2018 – the 4th place);
• Ensured the implementation of measures to promote the development of competition in the Republic of Bashkortostan (the subject reached 3rd place in the ranking of heads of the regions in terms of promoting competition development based on the Competition Development Standard at the end of 2018);
• In 2018, organized the development and approval of the Strategy of socio-economic development of the Republic of Bashkortostan for the period up to 2030;
• Organized work on the assessment of regulatory impact, and as a result, the Republic of Bashkortostan took 1st place in the Rating of Russian regions in terms of the quality of implementation of regulatory impact assessment in the constituent entities of the Russian Federation for the year of 2019 prepared by the Ministry of Economic Development of Russia;
• Organized the work on applying to the creation of a special economic zone in the Republic of Bashkortostan.
In 2021, under the leadership of Sergei Vladimirovich Novikov, for the first time USATU entered the world university rankings produced by the British company Quacquarelli Symonds (QS).
The University took 701st place in the ranking of 1300 leading educational institutions in the world. In the list of 48 Russian universities included in the rating, USATU is in 25th place. The University is the only representative of Bashkortostan that received the highest category VH in terms of research activity.
The University has been included in the Times Higher Education (THE) World University Rankings for the second year.
In the regional ranking of THE "Emerging Economies University Rankings," USATU took a position in the range 401-500. This list includes 533 universities from 48 countries including the BRICS.
In the ranking THE by Subject the University has shown good results in "Engineering Sciences and Technology".
USATU entered the world-class Eurasian Scientific and Educational Center (REC). In 2021, it became a member of the “Priority 2030” program.
In 2020-2021, five cooperation agreements including double degree programs were signed with foreign universities: Missouri University of Science and Technology (Rolla, Missouri, USA), Nanjing University of Aeronautics and Astronautics (the People's Republic of China), Changzhou University (the People's Republic of China), Peking University, Qatar Aviation Academy. Negotiations on signing the agreement with General Sir John Kotelawala’s Defence University (Sri Lanka) are currently underway.
Sergei Vladimirovich Novikov is the author of over 80 scientific papers.
In 2012, he was awarded the Badge of Distinction "For services in strengthening cooperation with the Accounts Chamber of the Russian Federation."
In 2015, the Government of the Russian Federation expressed gratitude for active participation in the provision of assistance by the constituent entities of the Russian Federation to Crimea and the city of Sevastopol in ensuring the proper functioning of utility and social facilities.
In 2019, he was awarded the honorary title «Honored Economist of the Republic of Bashkortostan”.
In 2021, he received the medal from the Russian Engineering Union "For Valiant Labor", II degree.
