Associate Professor, Doctor of Economics Vitaliy Burov is the Head of the Department of Economic Theory and World Economy of the Federal State Budgetary Educational Institution of Higher Education "Zabaikalsky State University". He is also the Director of the Research Institute "Higher School of Economics, Management, and Entrepreneurship".

For 25 years of work in this direction, he has published more than 180 scientific papers, including thematically related 11 monographs, a series of articles in the peer-reviewed journals of the Higher Attestation Commission – 40, there are publications in SCOPUS and Wolf S. Their high citation confirms the level of the presented scientific works of the author, so the RINC is 1412, the HIRSCH index is 18.

Dr. Burov is the Founder of the scientific school "School of Small Business Economics: theoretical foundations of the formation and development of the system of state counteraction to shadow economic activity".

The hypothesis is put forward and proved that the basis for the functioning of modern Russian small business (SB), which is a complex multifunctional economic system with a tendency of self-development, in the conditions of a spatial-systemic economy is the rationalization of economic relations based on the interaction of government structures and subjects of SB in order to ensure the economic stability of the functioning of SB and reduce the threat to the socio-economic system of the country from shadow economic activity of small businesses.

Dr. Vitaliy Burov is the organizer, chairman, or co-chairman of 27 international scientific conferences and 13 All-Russian scientific conferences. He is a nominee of the "Economist of the Year - 2017" award.

• Letter of Gratitude of the People's Khural of the Republic of Buryatia for his great contribution to the training of highly qualified personnel for the economy of Buryatia (Ulan-Ude, 2014);

Dr. Vitaliy Burov has made a prominent contribution to his field of expertise. The methodology has been developed, and the theoretical foundations for the formation of tools for developing the system of state counteraction to shadow the economic activity of small businesses have been proposed. In particular, he has created two author's methods that objectively assess the involvement of individual small enterprises in shadow economic activity and determine its scale at the meso and macro levels.

Dr. Burov is the Designer (Leader) of a new research program "Problems of shadow economic activity and economic security of small businesses".

He is the Editor-in-chief of the international scientific and practical journal "Shadow Economy" (Moscow), member of the editorial boards of Russian scientific journals included in the list of the Higher Attestation Commission: "Problems of Modern Economy" (St. Petersburg, SPbGEU), "Bulletin of ZabGU" (Chita, ZabGU).

Dr. Vitaliy Burov is an international expert on the shadow economy and small business of the United Nations Development Programs (UNDP).
