Vladimir Shkarin graduated with honours from the Volgograd State Medical University with a degree in Dentistry in 1999, a clinical internship in 2000, and a clinical residency in 2002, specializing in Healthcare Organization and Public Health. He is MD with having PhD in Medicine. In 2010, he graduated from the Volgograd Academy of Public Service, specializing in State and Municipal Management. In 2016, he completed professional retraining in Healthcare Management at the Russian Presidential Academy of National Economy and Public Administration.

Vladimir Shkarin started his career as a laboratory assistant in the Department for Orthopedic Dentistry at Volgograd State Medical University. From 2002 to 2008, he worked as a deputy chief physician of the Leninsky Central District Hospital of Volgograd Region. From 2008, he worked as a part-time Associate Professor of Orthopedic Dentistry Department at Volgograd State Medical University.

In 2008, he was appointed as the Head of the Health Department of the Volgograd Administration. In 2010, he was appointed Deputy Mayor of Volgograd. In 2011, he was appointed Chairman of the Health Committee of the Volgograd Region Administration.

Since 2012, after renaming the Committee into the Ministry of Health, he has been the Minister of Health of the Volgograd Region. Since 2017, Dr. Shkarin serves part-time as the Head of the Department for Public Health and Public Health of the Faculty of Advanced Medical Education of Volgograd State Medical University. Since December 2017, he is the Deputy Governor of the Volgograd Region. On September 24, 2019, he assumed the position of Chancellor of Volgograd State Medical University, and also part-time Head of the Department for Public Health of the Institute of Continuing Medical and Pharmaceutical Education of Volgograd State Medical University.

He is also a deputy chairman of the Volgograd Region Administration Committee on Health Protection. He is a member of the Commission for National Projects and Priority Development Projects of the Volgograd Region.

Dr. Vladimir Shkarin has led the University to a leading position in the export of educational services in Russia (Exporter of the Year 2020). He has created the E-Medical Education Center of the Volgograd State Medical University, which is a unique innovative project, thanks to which it will be possible to significantly increase the competitiveness of the educational programs, not only in the Russian but also in the international market of educational services.

Over the years, his 198 research and academic papers have been published.

• Commendation of the President of the Russian Federation for achievements and many years of diligent work (2019).
